Tow truck reported passing in no-passing zone

As discussed during the dispatch call, dispatch received a traffic complaint near State Highway 59 and County Highway F about a tow truck from a towing company reportedly passing a vehicle in a no-passing zone while towing a car toward State Highway 104 near Albany.
