Semi-truck speeding and unable to stop at red light

As discussed during the dispatch call, radio traffic reports a white semi-truck with a refrigerated trailer traveling at a very high speed on Wyoming Highways 138 and 789 near a casino. The driver reportedly could not stop for a red light, braked hard enough for the hood to fly up, stopped briefly to secure it, and then continued southbound.
