Officers unable to reach person for welfare check

As discussed during the dispatch call, officers coordinated with another county and checked on a person’s welfare near North C Street in Arkansas City. They also looked for a shirtless man reportedly walking on Stewart Street and yelling at cars. No contact was made at the welfare check address and the officer cleared without a report.
