Animals left without water or shade after fence cut

As discussed during the dispatch call, radio traffic indicates a caller reported animals left without water or shade after a fence was apparently cut near West Lea Street in Carlsbad. Animal control was said to be unavailable until morning, and the caller requested a phone call from responding personnel.
