Former tenant blocks vehicle at Pine Street home

As discussed during the dispatch call, a caller near Pine Street reported that a former tenant returned while locks were being changed and parked a vehicle sideways behind the caller’s vehicle, apparently to block it in. The caller was able to leave and may call again later if the vehicle remains. The situation may be related to an earlier welfare check involving the same people.
