Severely neglected dogs found on East Columbia Road

As discussed during the dispatch call, animal control was dispatched to a location on East Columbia Road for two beagle-mix dogs that were reportedly severely injured and malnourished. A passerby who found the dogs stayed with them until responders arrived, and the owners had not been reached.
