Teen misuses emergency phone at Louisiana Station

As discussed during the dispatch call, officers were sent to Louisiana Station in Denver for a welfare check after a teenager reportedly used an emergency phone saying he needed help and that someone was trying to hit him. CCTV later showed two teenagers apparently horseplaying, and officers contacted them to explain proper emergency phone use.
