Man lingering near children on Lyman and Randall

As discussed during the dispatch call, officers responded near Lyman Avenue and Randall Street for a report of a man with a backpack and baseball cap lingering unusually close to juveniles. The caller reported that he was nearby for a few minutes but was not seen following them.
