Stalled car blocking hill on East Pine Street

RP is advising there's a gray Nissan Maxima blocking the westbound lanes right before the hill.

He's advising you can see them while coming up to the hill, but you have to pass them into blind traffic on the eastbound lanes.

Kind of car trouble.

Every time they try and go up the hill, their vehicle just slides down.
