Dogs left chained and unattended in front yard

As discussed during the dispatch call, dispatch received a report of possible animal neglect involving dogs that are chained and left unattended in a front yard on North Silver Creek Way in Eagle Mountain. The caller reported that the dogs are barking and appear to have been left outside without supervision.
