Man setting up encampment in empty lot

As discussed during the dispatch call, dispatch received a report of a man in a white shirt setting up a possible encampment in an empty lot north of a residence near South Elm Road in Earlimart. The man reportedly arrived in a navy blue Nissan Sentra.
