Disabled vehicle causing backup in work zone

As discussed during the dispatch call, dispatchers report a possible disabled vehicle causing a traffic backup in a construction zone north of the Green Creek rest area on I-57 near Effingham. A unit is sent to assist the motorist at the request of transportation officials.
