Man urinated on himself, appears disoriented at medical center

As discussed during the dispatch call, a welfare check was requested for a white male in his twenties near Ventura Street. He appeared to have urinated on himself and was staring toward the highway. There are concerns he may have mental health issues and could wander into the street. The reporting party is no longer present at the location.
