Toddler found near Dodge and Empire returned to parents

As discussed during the dispatch call, an officer assisted after a very young child was reportedly seen trying to cross a street near Dodge and Empire. The child appeared to have wandered from home, and the officer later contacted the parents and three young children at a nearby residence.
