Reckless driver reported speeding on I-35

As discussed during the dispatch call, dispatch received a driving complaint about a black Dodge Charger with tinted windows reportedly speeding, passing on the shoulder, and weaving through traffic northbound on the interstate near the Forest Lake exit.
