Elderly man not breathing at South Cowen Street

As discussed during the dispatch call, emergency responders were dispatched to a possible medical emergency involving an elderly man reported not breathing near South Cowen Street. Fire and EMS units responded, and radio traffic later referenced a possible deceased person. A separate welfare check was requested for a woman at a different address on South Guilford.
