Two kayaks overturn, two people in lake water

As discussed during the dispatch call, dispatchers reported a possible water rescue at the lake inside a camp near Proctor Road, where two kayaks overturned and two people were seen in the water. Fire and boat units responded to the lake area to reach the individuals.
