Officer checks parked vehicle with open windows

As discussed during the dispatch call, an officer investigated a parked blue Hyundai on Haviland Street with several windows left partly open and a bowl of water inside. The vehicle appeared to be registered to a Connecticut address, and the officer made repeated but apparently unsuccessful attempts to contact the owner.
