Motorcycle speeding over 100 mph on Highway 10

As discussed during the dispatch call, a caller reported a motorcycle traveling southbound on Highway 10 at an apparent speed over 100 miles per hour, passing other vehicles across the double yellow line. The rider was only described as wearing a backpack.
