Male found lying on ground with cell phone in hand

As discussed during the dispatch call, a male was found lying on the ground near 22nd Avenue East. Earlier reports suggested he had a gun, but a later caller indicated he was holding a cell phone. Emergency medical services are en route, with police units also responding.
