Pre-teens harassing younger children at apartment

Outside is a group of roughly (number withheld) kids, pre-teen aged, and they're harassing a group of younger children, aged around (number withheld), (number withheld)-year-olds.

And one of the mothers is trying to get this group of children to move along and leave the kids.
