As discussed during the dispatch call, officers responded to a harassment complaint at Juanita Beach Park in Kirkland, where an apparently intoxicated person was reportedly harassing vendors at a market area. Officers were advised to wait for a second unit before making contact. The person was described as wearing a tan shirt.
