Child riding alone on neon green bicycle

A caller advised they witnessed a little boy, possibly (number withheld) or (number withheld) years of age, riding a bike and he was by himself going towards Rock Crusher Hill.

Said it was a neon green color bike.

The boy was wearing a black shirt with dark black hair.
