Dump truck stalls and blocks eastbound Highway 100

As discussed during the dispatch call, radio traffic reports a dump truck that apparently stalled and was blocking eastbound lanes on Highway 100 several miles east of Highway 50. The driver later appears to have moved the vehicle to an exit while a tow truck was requested.
