Traffic lights not cycling at Lexington and Parsons

As discussed during the dispatch call, an officer reported a possible traffic hazard at the intersection of Lexington Street and West Parsons Street in Manor, where the traffic lights were apparently not cycling and transportation officials were requested to be notified.
