Man harasses officers after phone theft at park

As discussed during the dispatch call, officers on North Patrol responded to a reported harassment incident at a park after a phone was reportedly stolen, tracked to the area, and recovered. A parent and another unrelated adult male with no shirt were reportedly confronting or harassing the officers near the park across from the fire station.
