We were following a car on 20 from the beginning of the construction by 94 all the way till you turn off to go to New Carlisle, he kept swerving and I believe he was flashing his lights at people and driving at a high rate of speed, and he would not let you pass him, I didn't even try to but he wouldn't let anybody else pass, but he went towards South bend, and it was a dark sedan either black or gray, and it was a Chevy, I didn't get the license plate because I didn't get close enough to him because of the way he was driving..
