Person possibly in psychosis burning papers in backyard

RP called in, said that there's an individual that she may think is in psychosis and is in the backyard burning paperwork and that's using electricity.

She states that there's no injuries, but would like EMS and law enforcement to head down there and make contact with him.

She requested no lights, no sirens to respond down.
