Report of small child unrestrained in moving car

Just received a call from Wayne County 911 advising there's going to be a white older model car, unknown make and model, heading towards Clinton County on West Highway 90.

Advised that there is a small child about the age of three that is going to be unrestrained sitting in the lap of the passenger.
