IF no one called about a stolen bike. why are you calling the personA person is NOT suspicious just because they are walking and pick up a bike. IT could be there bike. that's not a crime and you are violating this person's right for stopping them and they are not committing a crime. people in that area have a right to walk around without being harassed by law enforcement. you cannot stop everybody and call the suspicious.
