Suspicious vehicle reported by dumpster on North Oaks

As discussed during the dispatch call, dispatch received a report of a suspicious dark-colored vehicle parked by a dumpster near North Oaks. The same reporting party from an earlier vandalism call is on scene in a black Kia and requested an area check.
