Reckless driver nearly collides on West Madison

As discussed during the dispatch call, dispatch reports a possible reckless driver near South Scratcher Road and West Madison Avenue. A black Chevy Equinox was reportedly traveling very slowly, swerving, and nearly hitting another vehicle before heading south out of town on Route 4.
