As discussed during the dispatch call, dispatch received a report of a white work van with ladders on top driving northbound on Highway 61 near New London. The caller reported that the male driver was drinking a beer and the van was unable to maintain its speed, traveling at about 15 mph in front of a green semi pulling a box trailer.
