Fire crews investigate beach insulation report

As discussed during the dispatch call, fire units in Norfolk responded to a report of possible smoke or steam near a beach or mooring area. After checking the scene, they reported it appeared to be condensation from insulation with no heat and no fire. Units remained available on the air following the apparent false alarm.
