As discussed during the dispatch call, officers were dispatched to the area near a donut shop on West Cleveland Avenue for a report of a possibly intoxicated man in his twenties in a white Ford Focus who appeared to be nodding in and out while in the vehicle. The caller reported he might be under the influence of an unknown substance and requested police, with EMS possibly needed.
