Welfare check requested on person near High Street

As discussed during the dispatch call, dispatchers requested police to conduct a welfare check on someone near the (number withheld) block of Arcturus by High Street. Medical units and a fire engine were also sent to a business on 52nd Street, and police response was later canceled.
