As discussed during the dispatch call, officers were sent to the area near a business on Highway 90 West for a report of a suspicious man walking east, pushing a cart and taking off his shirt. He was later reported to be traveling along Highway 90 toward Hamill Road and Highway 251 in the Doniphan direction.
