Person passed out in child's wagon on Beach Street

Can you drive past the troop firehouse on Beach Street Road? A little bit ago we had a gentleman saying that there was a what he thought was a black male that was being put into a small child's red wagon that looked to him to be passed out, and then he just drove by, didn't stop.
