Bicyclist collides with pickup and leaves the scene

As discussed during the dispatch call, dispatch received a report of a possible collision between a bicyclist and a pickup truck near Eighth Street and Court Street in Portsmouth. The bicyclist apparently struck his elbow on the truck, took a photo of the vehicle’s license plate, and then left the area toward Shawnee Street.
