Suspicious driver circles pedestrian on McConnell Ave

As discussed during the dispatch call, a caller walking a dog on McConnell Ave reported a possible suspicious man who stopped his gold Malibu, walked around the caller, then drove away. The man was last seen wearing a white hoodie and shorts and is not currently in the area.
