Man aged 23 having multiple seizures and breathing trouble

As discussed during the dispatch call, medical responders were sent to a location near Concord Road in Rockford for a 23-year-old man who reportedly had multiple seizures and was having trouble breathing. The caller briefly disconnected and later reported that the patient said he could not breathe and had another apparent seizure on scene.
