Woman found unresponsive in blue SUV at Emerson Street

As discussed during the dispatch call, emergency crews responded near Emerson Street and Haggerty Street for a report of a woman slumped over the wheel of a blue SUV on the side of the road, with a nearby dog and uncertain breathing.
