Man throwing rocks at building window

Caller's advising there's a male standing outside the building throwing rocks at one of the windows and pacing back and forth.

Subject's going to be a white male, age 35 to 40, wearing a black shirt, black hat, and jeans.

He does have multiple bags with him, heading towards the Holcomb Bridge entrance.
