Man reports jewelry not returned on Armstrong Street

Even though

it's just a request for a peace officer, he said at 1st .

But Mr. (name withheld) is up on Armstrong Street, and he says that there is somebody out there, possibly a female, who will not return jewelry to him.

I'm not really sure why he's up on Armstrong Street.

And why he thinks that person has his stuff, but he sounds pretty agitated.
