Bicyclist swerving in traffic on Highway 96

There's a report of a white male, (description withheld), shorts, on a bicycle with no lights or reflective gear, was riding in the middle of the roadway.

Caller says he believes he may be intoxicated.

Said that he was swerving in and out of the road, onto the shoulder and into the lane of traffic.
