Person coughing found after abandoned 911 calls at RV park

As discussed during the dispatch call, two abandoned 911 calls near Ninth Street and Fifth/Semmes area in Silverton prompted units to a possible medical issue at Silver Summit RV park. Caller was heard coughing but did not speak on the line.
