Loose Rottweiler secured on Harris and Kentucky streets

As discussed during the dispatch call, dispatch received a call about a large Rottweiler wearing a harness roaming near Kentucky Street and Harris Street. A neighbor reportedly secured the dog by tying it to a truck until responders could arrive.
