Erratic driver reported on Highway 31 near Stigler

As discussed during the dispatch call, dispatch received a report of an apparent erratic driver in a black Kia heading west on Highway 31 near Stigler. The caller said a blonde female driver was possibly speeding, passing in a no-passing zone, and running vehicles off the road, and units were asked to try to intercept the vehicle.
