Customer refuses to pay bill at restaurant

As discussed during the dispatch call, dispatch received a report from a restaurant manager about a customer who is reportedly refusing to pay his bill and is currently calm in the bathroom at a restaurant location. There was also a related 911 hang-up call from the same place.
