Dogs locked in parked vehicles at Costco lot

As discussed during the dispatch call, officers were dispatched to a Costco parking lot near Tomball Parkway for a report of two dogs locked inside two separate parked vehicles. The vehicles, described as a silver Dodge Caravan and a silver SUV, were reportedly not running and had their windows fully open.
